The Institute of Legislation and Regulatory Development, LLC (ILRD) was established in 2006 as a scientific and practical organization.
Initially it was focused on the development of draft regulations at various levels. Then the team quickly came to the conclusion that in order to effectively develop regulations, you had to have a whole set of competencies, primarily in terms of organizing information and analytical work. This determined the current profile of the company.
The legal regulation of questions regarding the use of interstate, national standards and sets of rules to confirm compliance with technical regulations of the Customs Union in the field of railway transport based on the provisions of the laws of the Russian Federation, Belarus and Kazakhstan;
Scientific and technical support in the executive bodies of the CIS and the state authorities of the Russian Federation regarding "Agreements on the implementation of a unified policy of CIS member states in the field of technical regulation in railway transport", CIS technical guidelines "On the safety of railway rolling stock on territory 1520" and "On the security of railway transport infrastructure on territory 1520";
The development of common "General requirements for the technical operation of railways" on territory 1520";
The development of a classification system for traffic accidents based on an economic assessment of their consequences;
A study (analysis) of legal regulatory documents of EEU, the Customs Union, the Russian Federation and CIS, including projects in the field of technical regulation affecting the interests of "Russian Railways", OJSC, including technical regulations and their changes, in order to assess their impact on the activities of "Russian Railways", OJSC;
The unification level assessment of technical parameters adopted in the new set of Technical Specifications for Interoperability (TSI) of the European Union and standards applied on territory 1520" for subsystems of railway transport;
